DiagRA® D and Silver Scan-Tool™ already support OBFCM and OBECM
On-Board Monitoring in compliance with Euro 7

With the integration of OBFCM, the DiagRA® D and Silver Scan-Tool™ diagnostic products from RA Consulting are already compliant with Euro 7 requirements. The new Euro 7 regulation on monitoring emissions and energy data will take effect on November 29, 2026, for type approval of new passenger car models and on November 29, 2027, for all new vehicle registrations.
On-Board Fuel Consumption Monitoring (OBFCM)
In addition to classic On-Board Diagnostics (OBD), the two RA products now support On-Board Monitoring (OBM), which will soon be required for passenger cars, light- and heavy-duty vehicles, buses, and electric vehicles. OBFCM ensures that vehicles comply with legal limits at the time of type approval and under real-world driving conditions throughout their entire lifecycle.

The biggest challenge for us was meeting all the required parameters and standards while ensuring the data was valid and plausible. Our experience of more than 25 years developing diagnostic products helped us enormously in this regard. We are pleased to announce that both DiagRA® D and the Silver Scan-Tool™ support all functions and parameters in accordance with SAE J1979 (OBD Classic), SAE J1979-2 (OBD on UDS), SAE J1979-3 (ZEV on UDS), SAE J1939 (HD-OBD), and ISO 27145 (WWH-OBD). Throughout the entire testing phase of the tools, we received positive feedback from our pilot customers.
Increasing data volumes
The introduction of On-Board Monitoring (OBM/ OBFCM) has increased the volume of data many times over compared to conventional On-Board Diagnostics (OBD). In addition to the legally required measurement data, the DiagRA® D multitool supports a large number of manufacturer-specific parameters. This significantly streamlines development processes and iterations, improving system transparency and data analysis.
After collection, vehicle data is transmitted by OEMs to servers operated by the European Environment Agency (EEA). Managing these enormous volumes of data poses a significant challenge for automakers and the EEA alike.
On-Board Energy Consumption Monitoring (OBECM)
In addition to the European Union, China is introducing On-Board Energy Consumption Monitoring (OBECM) to monitor vehicle systems and energy consumption. Similar to Euro 7, China’s emissions standard, China 7, sets strict requirements for emissions, energy, and fuel consumption.

The introduction of the Euro 7 standard imposes the strictest requirements on OEMs and regulatory agencies regarding compliance, data security, and technological expertise.
